Student Vouchers

Target Groups

The student vouchers are available for immigrants, the unemployed, retired, seniors, people who have quit their studies, and people with lower-level education. The applicant will have to be able to demonstrate his/her membership in a certain target group upon request.

  • An immigrant is a foreigner who has moved to Finland and is domiciled (as per the Home Municipality Act 201/1994) in Finland. Asylum applicants are not considered as immigrants.

  • An unemployed is a person who, according to the Finnish employment administration, has no work and is available for full-time employment, or who is waiting for assigned full-time work to start. Also, a person who has been laid off temporarily can be regarded as unemployed.
  • A retired is a person who, according to information available to the Finnish Social Security Institution (Kela) or the Finnish Centre for Pensions, receives pension and is not gainfully employed.

  • A senior is a person who feels that his/her age is limiting his/her chances or causes discrimination for instance in working life. The Summer University and the applicant will together evaluate the applicant's status and decide whether the applicant belongs to this target group or not.

  • A person with lower-level education is a person without an academic degree and who is not currently admitted to any studies.

  • A person who has quit his/her studies before graduation can apply for a student voucher. The Summer University and the applicant will together evaluate the applicant's status and decide whether the applicant belongs to this target group or not.
